A new music and arts festival, Neon Lights Festival, will make its debut in Singapore this November. Set to include other elements such as dance, theatre and comedy, the two-day event will also feature performances from local, regional, and international artists including Damien Rice, Ratatat, and Hanging Up The Moon.
